South Korean Prime Minister Urges Tough Action Against Hate Incidents Targeting Tourists Ahead of APEC Summit

South Korean Prime Minister Kim Min-seok has called for firm and immediate action against any hateful or discriminatory behavior directed at foreign visitors, as the nation prepares to host the Asia-Pacific Economic Cooperation (APEC) Summit later this month.

During a high-level public safety meeting with top officials, including Foreign Minister Cho Hyun and Interior Minister Yun Ho-jung, Kim emphasized that the APEC Summit—scheduled for October 31 and November 1 in Gyeongju—is more than just a diplomatic gathering. It is a moment for South Korea to display its renewed national dignity and openness to the world.

He expressed deep concern over the anti-China rallies that have recently taken place across Seoul, warning that such actions could harm not only the country’s reputation but also the livelihoods of local small business owners who depend on tourism.

“At such an important time, hate rallies against foreigners are continuing in certain areas. These self-destructive acts are deeply concerning as they not only cause anxiety among foreigners but also disrupt local economies,” Kim stated.

While acknowledging the importance of free expression, Kim stressed that freedom of speech must not come at the expense of others’ safety or dignity.
He urged all government ministries to enforce laws strictly and consistently to eliminate acts of discrimination and hate against tourists.

“Discriminatory actions and humiliating expressions against foreigners must be eradicated without fail. They damage not only individuals but the very image and honor of the Republic of Korea,” Kim said firmly.

As the APEC Summit approaches, the Prime Minister’s message stands clear—South Korea must lead by example in respect, hospitality, and unity. Protecting visitors’ dignity is not only about international image but about who we are as people.
